A few things I can offer.
1: Try to incorporate some humor in your speech. A little humor goes a long way.
2. Make the topic universal. Most if not all of your audience should be able to identify with your speech. If it's too specific, the judges won't feel it as much as others. My student who qualed for CFLs, does her speech on being multiracial, but she impacts it with how we as society try to put people in categories.
3. Have some variety while speaking it. There should be some happy moments and some solemn moments. If you can be persuasive, informative and emotional all at the same time, you've got an excellent speech that will go far.
