I don't know about that guy, but I did go to FFI, and for the Congress lab it realy is a strong program. A bit pricy at 1500 for 2 weeks, but it IS South Florida.

I don't know if there IS another Congress Camp out there actually. CDE claims to have a section for it, but I haven't found it anywhere on their website, so who knows.

I haven't gone for Congress, but heard incredible things about the camp from people who have attended. I'm going to FFI this summer in HI.
