A) Just because it's one thing doesn't mean it's not another. Murder is assault, and genocide can be ethnocide.
B) So how is killing people intentionally also excluding an intent to destroy that culture? Genocide would be a very efficient method of ethnocide.

and yeah, while genocide and ethnocide may not be the same, genocide could be a very effective form of ethnocide, though ethnocide doesn't necessarily imply genocide, and vice versa.

its fine...i still think the word intent precludes the effectual results of either ethnocide or genocide...but its really just semantics.
